There are at least 4 Sapphire Hotels in Baku (Sapphire, Sapphire Inn, Sapphire City, Royal Sapphire), so it can get a little confusing. But the Sapphire Inn, where I stayed, is OK. Admittedly, it looks a lot better online than in reality, but it still has lots of good aspects. The location is excellent, easy walking to Old City, waterfront or center. I got room 314, an enormous, old-style space with rather faded beige carpet and hideous gold wallpaper - but space is good and the bed was really comfortable. My bathroom was in very good shape, clean tiles, large rainshower, good hot water and soft towels. The phone did not work and wifi in the room was weak. Breakfast was rather "non-European", with olives, tomatoes and cheese, but wonderful dairy (yoghurt, cream and kaymak to die for !). Some fresh juice and eggs (other than boiled) would be nice. Also, the hotel caters for large tourist groups : when they invaded the breakfast room, it was hard to find a seat and the staff struggled to keep the buffet up-to-date. I found all staff, at reception, room service and restaurant, to be super friendly.
