Non-Hong Kong residents who come from overseas places must be fully vaccinated and provide a vaccination record, negative PCR test result issued within 48 hours before departure and the booking record of at least 7-night designated quarantine hotel* before boarding.

In order to further reduce the chance of infecting people in the community, the government has formulated quarantine measures that require all arrivals to stay in designated quarantine hotels. They are not isolated for being in close contact with confirmed cases or suspected cases, however for safety measures, samples will be collected at the airport for testing and the results will need to be negative.
Designated quarantine hotels and other hotels currently used for quarantine are used to accommodate different guests. The government announced Dorsett Kwun Tong Hong Kong, Silka Tsuen Wan Hong Kong, Penny's Bay Quarantine Center, and Lei Yue Mun Park and Resort in Chai Wan to be operated as quarantine centres, arranging close contact people who have no symptoms to stay.
All arrivals who have stayed outside of mainland China and Macau in the past 21 days (regardless of arriving in Hong Kong via an airport or land port) are required to undergo compulsory quarantine at a designated quarantine hotel.

The government has arranged staff at the airport to assist people arriving in Hong Kong, arranging people to board on designated transport to the designated quarantine hotel booked.
According to the Easy Return to Hong Kong Program-under the
"Regulations on Compulsory Quarantine of Certain Arrivals" (Chapter
599C), Hong Kong residents returning to Hong Kong from Guangdong Province can make an online application. If they successfully obtain a pass, they will be exempted from quarantine. While returning to Hong Kong from Macau or a Chinese city other than Guangdong Province, there is no need to be quarantined at a designated quarantine hotel, and can be quarantined at home or other designated locations (including non-designated quarantine hotels). The designated quarantine hotel will provide breakfast, lunch, and
dinner during the quarantine period. The room rate includes the price of three meals per day for the person in quarantine . If you want to order delivery, please refer to the policy of each hotel.
Under the current regulations, visitors are not allowed to visit the person in quarantine at designated quarantine hotels.
If the foreign domestic helper has stayed outside of mainland

No. If you arrive in Hong Kong on or after December 25, you must present the booking confirmation letter at the designated quarantine hotel to the airline before boarding, otherwise you will not be able to board the flight and return to Hong Kong.
Subject to individual hotel policies. If the person requires
accompany of an adult, an approval from the Department of Health is required. The escort can apply to the Department of Health for conditional approval before the quarantine person arrives in Hong Kong. For specific arrangements, please consult the Department of Health.
When the person is undergoing quarantine (until 11:59 p.m. when the quarantine period is completed), they are not allowed to leave (except for testing), nor are they allowed to be visited. The hotel will arrange three meals a day for the quarantined persons staying in, and take care of other needs of the quarantined persons where feasible and reasonable.
There are designated quarantine hotels in all districts of Hong Kong, Kowloon and the New Territories, including Tsuen Wan, Kwun Tong, Tsim Sha Tsui, Mong Kok, etc., and there are quarantine hotel packages at different prices.
