更多這座可愛且精緻的噴泉是馬太家族為其家族廣場而建立的,設計師是德拉波爾塔,四個女子坐在海豚頭上的雕刻則出自塔迪奧·蘭迪尼之手。烏龜則是在噴泉完成一個世紀以後,一位不知名的雕刻家靈機一動的產品,有人說是貝尼尼,也有人認為是他的學生,但是都沒有確鑿的證據。無論如何,這隻烏龜最後成為主角,這座噴泉也因此得名。
