芬蘭灣形狀細長，面積約3萬平方公里。東西長約400公里，平均水深為40米，入口處寬70公里，中部最寬處130公里。南北19公里—128公里。北岸陡峭、曲折，多島嶼；東岸、南岸低平。

是波羅的海東部大海灣，位於芬蘭、愛沙尼亞和俄羅斯之間。海水含鹽量低，結冰期3-5個月。鹽度3‰-6‰，深度和鹽度均自東向西逐漸增加。
