It is a Naniwa Noyu hot spring full of foreign tourists, probably because hot springs are free to enter. There is no towel inside the sauna, so you have to bring or buy a towel. It's better to see it as a large Japanese version similar to a Korean public bath, and it doesn't feel like a hot spring.
